Chest fat is ordinary body fat. Where you store it is largely down to genetics, age and overall body fat. That isn't a personal failing.
It comes down as overall body fat comes down. Push-ups build the muscle underneath, but no exercise, food or supplement burns chest fat specifically.
Chest fat vs gynecomastia
Gynecomastia is enlarged glandular breast tissue. It can look like chest fat and often comes with it. Diet and exercise don't remove glandular tissue, and a mirror can't tell you which you have.
